National Energy and Climate Consultants Training Program in Albania

The Agency of Energy Efficiency and Smart Energy Municipalities Project are pleased to invite you to apply for the Energy and Climate Consultants Training Program in Albania. This comprehensive training is designed to equip national consultants with the skills to independently support Albanian municipalities in energy management and climate action.

Who are Energy and Climate Consultants?

Energy and Climate Consultants (ECC) are certified experts advising the municipalities on commercial basis in the implementation of a holistic Energy Management Systems (EMS), drafting Municipal Energy and Climate Action Plans (MECAPs) defining policies and measures for the achievement of energy savings, introducing deployment of renewable and contribution to climate action.

Assignment of Energy and Climate Consultants

The function of ECC is introduced based on international best practice with the objective to overcome limited capacities in the municipal public sector. Each municipality engaged in the Albanian Energy Management System designed by the Smart Energy Municipalities Project will be assigned an ECC. The ECCs operate as local experts providing consultancy services to municipalities in a professional way.

Scope of work of Energy and Climate Consultants – extensive list which can be adapted for each particular municipality

  • – To ensure contact and support communication between the municipality and Agency for Energy Efficiency (AEE)
  • – To perform initial assessment / energy review
  • – Support preparation of MECAP and its implementation
  • – Train and advise MEMU about the available tools for EMS
  • – Provide information on training related to the six thematic areas of the catalog of measures
  • – Support monitoring and verification
  • – Support the preparation of the external audit and certification
  • – To communicate the final report to AEE by 29 March each year
  • – Advise on possible financing opportunities and support preparation of financing application
  • – To promote and support cooperation at the regional, national and international level (exchange of good practices) in the areas proposed in the catalog of measures
  • – To support the municipality in communicating its role with citizens and in promoting its energy and climate policy
  • – To assist the municipality in initiating projects in the field of energy and climate.

Remuneration

ECCs should provide services on commercial basis and be paid by the municipalities. Smart Energy Municipalities Project is working on the design of a national energy framework which, in the long-run, should enable sustainable financing for remuneration of consultancy services by certified ECCs. SEMP can co-finance the costs of ECC remuneration up to a limited extent in 2025.

About the training

The training consists of both theoretical and practical elements. After completing the theoretical training and achieving specific practical results, ECCs receive authorization to independently advise municipalities. During their practical work, ECCs can benefit from the support of international experts from the SEMP project. For more details, please see Annex 3.

Qualification requirements

The applicants need to fulfill the following criteria:

  • – University degree in relevant thematic fields (engineering, economics, law or political sciences)
  • – At least 3 years of experience in working in the field of energy / environment / climate change
  • – At least 1 year working as a consultant
  • – At least 1 year experience in working with municipalities in Albania
  • – Knowledge of the Albanian and EU energy and climate policies
  • – Good analytical, writing and presentation skills.
  • – Project management experience
  • – Experience as working as an expert in donor financed project is an advantage
  • – Energy manager license is an advantage
  • – Good written and spoken command of Albanian (native speaker) and English (min. B2).
